H2 - Bottom-up urban resilience: measuring community and individual capacities

Whilst climate change is a global phenomenon, climate risks are local, and geographically and socio-economically uneven. Many cities do not measure how resilience and risk vary across neighborhoods and lack community-level data, including data collected by communities. There is a need to measure the dynamics between vulnerability across the physical landscape, community preparedness, and individuals’ capacities. This panel focuses on demonstrating ‘bottom-up’ resilience measuring that is participatory, gender-responsive, and empowers community members to access and participate in resilience planning. Panelists and city representatives from Asia and other regions will share experiences in applying such resilience measurement methods.
